Is it God's cruelty to mankind?

I've always told myself that in every hardship or disaster we face is a test from God, then one day I saw a documentary about famine, calamities, cruelty. Then I saw most of them were women and children, those who aren't able to defend themselves then I question why this things happen to them. Some babies are just few months old, who doen't seem to know the reason why they are living that way. I just want to know why God allows such things to happen, why sometimes he sacrifices alot of His children for just a few to change. I want to know what you think about this.
