Besides paying for someone to design it for you, the only way is to sit down and learn how to do it. A lot of good hosting companies have great text editing software and web-building tools included with their packages. Site Build-It has a good, user-friendly package, but their prices are quite steep. A good alternative is Start Logic; they also have integrated web design tools which are easy to figure out, and they have a great 24/7 support staff to answer questions as you're working on the site. They are very reasonably priced, and will securely register your domain for free with your account. You can choose to pay them for web design or SEO services if you want, although I don't know what they charge for it.

If you are newbie then I suggest you to use html creator. after you design your web page upload that html file into your web hosting in folder public_html remember first page must named as index.* ( * is extension can renamed it to what you want ex: php,htm etc )

you can try surfing the internet about Content Management System, it's the easiest way to build a website now aside from the fact that they are using open source. Joomla is the most popular software among open source. I am suing it and really let me build a website with so many components in the easiest way compared to my little HTML and CSS knowledge.
