Do the scientific projects really useful to the community

In the present scenario highly advanced techniques are used in different scientific fields, but the ultimate results are more benefit to the scientific professionals in publishing technical papers rather to the ultimate users. The methods, techniques developed by obtaining grants from the different agencies are just used to develop a final project report, which are thrown in the racks and just used for reference purpose if require infuture.
i give an example. A project was funded by world bank to develop the irrigation system and substantially to increase the agricultural productivity. Later again world bank funded for the evaluation of the project carried out previously. But inthe real ground scenario the problem of farmer remained same and still under starving and drought conditions both farmers and field. Lakhs of rupees funded to improve the irrigation system as well to evaluate the improvement have just remained for high white colloar professionals for their personal benefit rather to the farmer. It is very sad that this scenario is continuing in all field to the possible extent
