guilty of not giving to beggars

do you always give to beggars? do you feel guilty when you give beggars nothing? I do, but i have read fom somewhere that beggars are using emotional blackmail. what do you think?

I only give to people who are obviously collecting for an organization like the Salvation Army, Fire Fighters or the Ambulance. So many beggars are just scammers and I refuse to be sucked in. Of course there might be gebuine cases out there but I hope they will be helped by the Salvation army, etc. I can't feel guilty about them all.
