How Reliable is the Bible?

I see a lot of discussions on what the Bible says and people saying don't quote the Bible. How reliable is the Bible. Are events in the Bible collaborated by history? Are it's contents scientific, or even logical? I believe discussions should be based on a fixed reference for it to go somewhere. Is the Bible reliable enough to be a believable, fixed reference?
