Contrary to the popular selief it's not Greece Or Even Peru,But It's India. U might be amazed My friend to know that That the Indians Have the concept of GANATATRA (rule of the people) even at around circa 600 bc. It is worth mentioning that Lord Buddha's Father was an elected king and so were the Licchawis. The concept was to have a public referendum and then to elect a King 4 a prescribed time. Apart 4m these some of the other sates were governed by Elders. In Indian Historical Texts there are many reference to States which were having 5oo RAJAS (now raja (king if translated) ,here is only a misnomer and in their contemporary vernaculars Stood 4 persons responsible 4 the general welfare)So hows that 4 Democracy. [ALL HISTORICAL FACTS]
