I think so, maybe not like us, but I am sure they can form images in their head from the sounds, smells, things the touch and emotions they feel. It may be better than our own dreams.

I think it depends on whether the person is blind right from childhood or not.If he is blind from childhood,I think he might not be able to dream as he hasn't seen anything at all.Dreams are a manifestation of day to day life.Meaning,you don't dream about something unless you have actually seen it or seen something similar.
Maybe if the person becomes blind due to some accident then he migt be able to dream.
