How to recover Permanently deleted zil file in Outlook?

There is a setting to restore the files deleted using Shift+delete in outlook. But when i restore the zipped files that i deleted, The files are corrupted. Anyways to recover the zipped files. This is not only for outlook but also for hard disk permanent delete.
