No it has never dried up but I can tell you that one time in I believe it was the 1960's, it actually froze.

actually its didnt freeze it jammed up with ice chunks to the point that ppl could actually walk out onto it but no it never actually froze up

Canada and US (northern part) will be very unlikely to have droughts and since Niagara falls is so huge it is highly unlikely to dry up without a major drought
