Apartment Fire

My sisters apartment burnt down yesturday morning. They say the next door neighbor put a lit cigarette in her trash can and that was the cause but they were not even home. The city owns the apartments. Can anyone offer advice on what she should do now? Can she file a lawsuit against the city? Or please offer some kind words to ease her pain and give her strength. :) Thank You!

If it was me I would contact the city lawyer and find out what they are going to do about this. Also have your sister contact the people that lived next door..maybe they had renter insurance and that should pay for some of the lost.
But I would definetly contact the city and stay on them about this and maybe go talk to a lawyer myself about what can be done. I hope she can find something to help her with this problem.
