Are Those A Scam?

There are certain paid to sign-up sites that are offering to sign a certain of number of people up to any program you want for a certain price that you have to pay. My question is, are those a scam? Do they actually give you high quality, active referrals?

They are giving you the number of signups you have payed for, but you will not have the guarantee that the referals will be active.
