What has the dr. said? If your baby is growing at a steady rate that is all that matters. He may just be a small baby.
My youngest son also has trouble gaining weight. He's 2 1/2 and weighs 22lbs. We have had him on Pediasure, it hasn't put much weight on him, but we don't worry about him getting the nutrients he needs either. My son has a medical reason for gaining slowly, though.

Thanks for ur reply.My daughter was born in india.In US,doctor says she is a tiny baby.But they have not given any advice how to gain weight.My daughter is 10 months old and she weighs 16lbs.I don't know whether this weight is normal or underweight.

If your son or daughter is weighing less then I suggest you dispense with asking medical advice here and take him or her to the doctors immediately and let them know. They will be able to advise you a lot better on seeing the baby and examination.

thanks for replying.Actually my daughter is 16 pounds now during her 10th month.We have taken her to doctor they told she seems to be very small.But they haven't given any advice regarding how to improve her weight.

She weighs less than what? All babies are different. If it is a concern for you, you should take you child to a doctor or child health nurse to have your baby weighed properly and checked out. No one is going to give you a hard time for being an over concerned mother or father.
