My boyfriend has a problem with impulse control and I can't understand it!

My boyfriend just can't seem to master himself sometimes and it is something that I completely don't understand. For instance, the other day he got bored and pushed the lighter in his pocket to fill his pocket up with gas and then lit it. I found out about it when he was cutting off his burnt pocket. He also does other things like keeps relapsing on quitting smoking, over-eats, drinks tons of energy drinks, etc. I don't understand why he does these things when he knows they are not smart. Is there anything I can do?
