fals alarms

I am working at a security company in south africa in capetown.False alarms is my problem as a operater.We get + - 350 false alarms per weak! do u think the client must be fined for this?

I live in the United States and I recently got a house alarm. The city that I live in had me sign a form that after three false alarms I will be charged $25.00 per incident. I think that this is fair. Police have serious work to do instead of the wasted time spent on false alarms.
