There's usually a control cabinet at the side of the road for each set. It sends the different sequences. In the UK, there are sensors on the approach lanes to traffic lights to detect demand and often cities have a mainfrain which networks all the different controllers, so that they behave in co-ordination to relieve congestion and to behave differently at different times, such as at rush hour, or at night.
