i use to live in cali you can get a photo id with out a DL but you normally need a BC or SSN my advice to you is get a SSN or you will have a hard time with anything...but i do know that in chowchilla,CA if you are from a different country (espeacilly mexico) you dont need a photo id from the us just the country you came from. there was a big deal about that bc they wouldnt even let you open a bank account if you were from the usa unless you had 3 forms of id. but that is my advice. try to get a SSN or an ID from the DMV.

Use your birth certificate, that can usually be used as a secondary form or if you have a signed state ID or credit card.

Is there a photo on your driving car license? I don't think there are many forms of photo identification, they're always strict on the rules too otherwise I'd suggest offering a 'personal' photo! Not that personal though, :P
