"Barking dog is better than a sleeping lion" does this suits for the speaking lecturer and sleeping student.....?

Hahaha. "Barking dog is better than a sleeping lion".. NEither is better! About this question, "does this suit..?"-Nope, I think this is suited to a situation where in you have to choose between 2 dangers. So better choose the option with less danger. In this one, I choose, sleeping lion, provided that the lion would not wake up! LOLz!
