The Emperor of France 
The title was choosen to avoid the use of the word "king", as the people was not keen to have another King after the revolution.
In one way, I think Napoleon too saw the title as a progression especially when thinking about Rome and Roman History. As Rome started as a monarchy, with a King, then became a Republic and ended in an Empire!
