Has anyone got a suggestion?

I have two daughters and a two bedroom place. My youngest daughter is 2, my older 8. My 2year old has just moved out of her cot and my room. She has been in her sisiters room in a bed for about two weeks. I put her to bed at 7 and the oder girl at 8. My problem is my little one won't go to sleep. Its ok if she hasn't had a sleep during the day which i try to make the case but there are times when she will. Such as in the car or at daycare when she goes etc. This is a real problem for my 8 yr old as she wants to go to sleep. I'm sure this problem is common and wondered if anyone had any tips?
