a cold water bath is best in the morning as your blood circulates better in a cold water bath and you feel robust and energetic; whereas a hot water bath makes you feel drowsy and lethargic.
Having a warm bath would help relax me and prepare me for the day ahead. I think taking a cold bath would be enough to make me mad and send me back to bed without looking back.
It is winter here so I take hot water bath. Summer starts in March and will be till July/Aug. During this time, I prefer cold water bath. If one practices cold shower throughout the year, it is better, I feel. Save on electricity.
