Because it's shape is similar to a mouses. It isn't called a rat because a rat is bigger :)).

I think it is called mouse because of the tail, isn't it? Mouse has a long tail and the size of the mouse is also the same as the size or a real mouse. Why not rat? We'll I guess it sounds not too good to hear.

because it looks like a small mouse with a tail attached and moves around the mouse pad like a mouse too!

Its name was created at the Stanford Research Institute. The earlier models, in which the cord was attached to the rear part of the device, suggested its name. :)
