Is it true that in the US you can get your driver's license at 16 years old?

Mostly sixteen is the age people are allowed to have a license here. But recently two state raised the age to eighteen. We get a learner's permit at 15 1/2, which of course means, you can drive then, but with an another licensed individual in the car with you.
