If you are looking for a free website, I can suggest freewebs. That's where my website is. There are so many sites out there to chose from. The only one I have experience with is this one.

Let us go step by step. Do you want to be hosted on Free Domain or Paid Domain. You can get Free Domain by http://www.cjb.net/ and register it there and your Web Extension will be just as http://www.EnterYourWebName.cjb.net/
Once you`ve registered you can easily upload the files. If you find this tip good then you post a comment then we`ll assist you. You can use DreamWeaver to create the templates easily or use MS FrontPage. & goto http://www.w3schools.com/ to learn HTML.

well, if you want a WWW account (paid domain) then you should surf around for the best price. i know http://www.bravenet.com/webhosting always has some good deals in purchasing hosting and a domain name. i have a free webpage with them and they're pretty simple to use. my brother-in-law has a domain from http://www.geocities.com and there is also http://www.godaddy.com they normally have good prices and services. i haven't used them, but i've heard good things. certian sites have different amounts. it also depends on the other things they offer as well. most offer a certian amount of pages and email address. depending on the type of site you're creating there are file transfer amount/bandwith, storage space...etc.
well, thats all for purchasing a domain. to create a good effective site you need at least the basic knowledge of CSS. Then there's JAVA, Javascript, Shockwave, Flash...those are some codings you might need to know to make your site appealing enough for people to visit. right now. i only have knowledge of basic CSS coding. i suggest getting books of the subjects. because coding is key to designing the site, unless you decide to pay someone to design and maintain it for you.
