Quota System a Boon or Bane?

To me the indroduction of bill in indian parliament to increase quota's in educational institution by 27% is ridiculus. This serves no purpose.Instead it only benefits the people in power and the creamy layer of the lower castes.They should provide all help and benefits in the primary level to make the under priviliged to be able to compete with the upper caste and should give enough financial aid to face the chanllenge rather than just allocating seats serves no purpose. This also divides the society on communal lines and brings in discrimination. The politicians have given 50 years of quota to lower caste and its now time to revive the system and be more rational in thinking. Only for thier vote banks that the politicians are creating an illusion that they protect the rights of lower caste by introducing quota's and doing petty politics. I hope you people to have your views about this topic and you are most welcomed.....
