Well, you could get a free server from like hotserv.dk (100 MB) or something like that. Then upload a Wordpress blog, and then you can play with it as much as you want. You can make it look however you want and you can use PHP files and whatever you want. But if you find that to complicated, you're stuck with blogger.com and those kind of things.
