Can you learn how to be romantic?

I have a neighbor who constantly claims her husband doesn't have a romantic bone in his body and she buys him books to read to help him 'learn' how to be romantic. I wonder can someone really 'learn' how to be romantic, or is that something that you just have in you? Maybe it's a chemistry thing that happens between two partners, either you have the passion or you don't, and if you don't, then you might not find anything the other partner does to be romantic. What do you think?
