Why do so many people here ignore the rule about spamming?

Mylot has explicitly stated you can not start a discussion just to draw interest to your referral link. They say you can respond to other's discussions with your referral links, which I think is very generous of them. But why do people keep violating mylot's rules by starting a discussion just to promote their referral link?
Do they realize if they are turned in to the program they are promoting they could have their account there deleted for spamming? As well as have action taken against them here at mylot by the admins.
Is it that they just don't care about the rules here and think they can violate them whenever they wish?

People are stupid and don't read the rules. They just see 'money' and 'for posting' and that's that. I see so many posts either breaking the rules or asking about the rules and it's obvious that there are tons of people here that don't bother with reading them. I don't understand it, but there's nothing we can do about it. Other than report them.

Honestly I think if they violate the rules, at the most they should get one warning, after that mylot should just delete their accounts.
Of course if I see the person doing it over and over again, I email the program owner of the program they are sending their referral link to and report them for spamming, then they lose their account there as well.
Sorry, but people if you don't read the rules, there are consequences.
