Any one have idea why the Day Light Saving Period is getting changed in 2007?

It is because the government is trying to allow the farmers more daylight in the fields and such.

any one knows the impact in windows setting due to this time settings ? any patch microsoft is going to release for this?

I believe it's because it's basically an outdated system that was developed when our economy was based on agriculture.
