Why don't governments ban smoking?

I have read in a lot of places that a bit of alcoholism is guf for heaith.less tha 120 ml being the accurate amount.But is there anybody in this world who is benefitting from smoking and use of other tobacco products?It is evident that nicotine is a 'serial killer'.Then y dont governments ban smoking?Is revenue the only concern of governments?Dont they have any obligations towards the well being of common man?

Even if smoking is ban it is not going to stop addicted people from smoking because a person can stop smoking only if he personally wants to. Moreover it will affect freedom of expression and consumption of human beings. So best the govt can do is to stop people from smoking in public place so that it wont affect non smokers
