Should people who live in proverty have babies?

If that happened, then I wouldn't exist. my mother's family was dirt poor. She was one of ten kids. Almost all of the kids turned out to be successful, productive members of society. I think this solution would be problematic at best.

It sounds like an absolutely horrifying proposition to me. In North America, Europeans did take children away from aboriginal people in the early 20th century and put them in residential schools. It was not only cruel, but a disasterous social experiment. Even if those kids hadn't been abused (although they were on a massive scale in those schools), they were seperated from the people most driven to nurture them (i.e. their families).
People need education and access to birth control, not abusive interventions. And in the case of abortion, how could forcing surgery on someone ever be considered ethical?

I think by choice no, a person in poverty should not have children. I do understand mistakes happen, and many time pregnant women or men in bad or others have ended up in bad relationships, did not get their bills paid on time, had sudden loss of jobs, or ended up with bad habits, they did not realise how bad they were until it landed them on the streets..
I do not believe government forcing abortion, or forcing the children into foster homes is the answer either. I have however watched how temporary placing a child into a foster home, and helping the parent get on their feet can dramatically help improve the situation... But I do not believe its the best way.
The Best way to fight poverty is to find a job the people are good at, and get them back into working, with good health care, and something they excell and are good at...
Provide jobs, and education.
