HTTP Cookie or Web Cookie is used by developers to do client tracking or data retrieval, one of the best ways to do this is by only HTTP Cookies. There is a lot of fear on the NET that cookies will damage your hard drive, copy your data, and reveal your secret password and identity, however this is not really true since vulnerability is more on in what information you give to the web site than what they can take. If you fill a form on a website and give your name, address, age and phone number they can conceivably store that information in a cookie to retrieve the next time you came to the site. So cookies depends on how it's beeing used. It can be bad or it can be good. A cookie is also a mechanism which server side connections such as CGI scripts can use to both store and retrieve information on the client side.
