Yes. Some of the major league provide website building software, too. Yahoo! has a thing called Sitebuilder which is very straightforward, and is just a download. Ask your ISP if they can recommend anything to go with their service. IMPORTANT: some of the software you can buy in the shops doesn't work very well. I bought one, and it didn't even make it online because there were just too many problems with it. Shop around, and ask as many people as you can.
