if you really love the girl, then you should build up self confidence and try to tell her how it is you feel towards her. you deserve to tell her the truth and she deserves to atleast know your feelings towards her. you won't have her unless you tell her. so go and do what should be done!

I would first ask permission of the girls father. Although this isn't necessary, I feel it makes it more special, and makes you feel wanted into the family. Unless of course you have a bad relationship with her father, then you might want to skip that. Other than that, propose somewhere meaningful, not out of the blue, and have it planned. Because you are shy, you may not want to do it in public. Don't forget the ring, and maybe bring along her favourite flowers for after she says yes!
