Should people be fined for using there cellphone whilst driving / myLot

I think they should it's really dangerous and there not always paying attention to the other traffic while there chatting.

here in india if we are caught on phone while driving we ll be fined

I agree, it is really dangerous for people you talk on the cell phone while driving. People may say that they can handle it, but the fact is most do not know how to multitask well.
