Do you think the Mexico sends drugs to the United States??

Over the last 3 years, I've read many articles about drug trafficking and smuggling from Mexico into the United States. I've also read and seen pictures of Mexican military all along the Mexico side of the border. What puzzles me is that most of the drug busts along the United States side of the border involve tons of narcotics. Now how can the Mexican military not see tons of narcotics being moved from their side of the border to the United State's side of the border? I have also read where El Salvador drug gangs control the small towns along the Mexico side of the border. Why isnt the Mexican military stopping this? Is the government manufactoring these drugs? Everything I read points to yes they are.
