My homeless boyfriend and his father

My boyfriend used to live with me in the USA but due to problems had to go back to England. Not long after returning my boyfriend and his father had to leave their flat in London and since then have taken up living in their van. They've took up odd jobs but haven't been able to find steady employment. They've applied for government housing but the council won't even put them on the waiting list. The council said they couldn't get an interview without an address and they won't except the homeless shelter as an address. Now the van is broken down and immobile and the council is saying they are going to have their van, which is their only home, towed. What's your opinion on their situation?
