How do you trian a disobedient dog?

About 3 months ago I was given a one year old Baseji. He is a good dog some of the time (mostly when he is sleeping or calm) but for most of the day he is always doing something bad. They are a very active breed, so he is full of energy and he lets it out in many ways, none of which are good. We have 2 cats, and he love to chase them. He just wants to play, but he takes it too far and harrasses them constantly, even hurting them unintentionaly. He chews things up, gets into the trash, eats food from the counters, spills drinks on my carpet, eats from the cat box, never listens when we tell him no, sometimes even doing things he knows hes not allowed to, just to spite me. He doesnt come when he is called, he is aggressive with other dogs, doesnt walk well on a leash and always pulls to chase dogs along the fences, and the worst part of all is that he is hurting my 6 month old son. He doesnt do it on purpose, but even an accident is not ok. Often times he will be racing around the house and he will just run him over not caring what is in his way. I have to say one of the few good things about htis dog is that he is housebroken. I have tried many ways to correct this behavior, even the dog whisperers techniques, but he just refuses to listen and most of the day I am just furious with him and so frustrated. I am ready to get rid of him because I dont know what else to do. I am at the end of my rope with this dog and out of ideas about how to deal with him.
