I don't know about that. Indian culture is not one culture. Indian culture is diverse as it's population is. I don't know whether you mean just one culture or all the cultures of India. In India cultures also vary with religions. So you will find people following the customs followed by Christians as well as Muslims. There are cultures from every religion. So you just can't say that Indian culture is the best in the world. Obviously it's the most diverse and in that way you can say it's the best but we got almost all the cultures from the world. And whatever cultures there are in India, I think they are the best in the world. cheers.
