offshore outsourcing... is it boon or bane?

i've been reading an economics article this morning when i came across this issue. i had known that this system has helped countries around the world and in fact it has greatly helped in alleviating the standards of living of many poor countries. but not countries are happy about this new evolving business system i've gathered, what's view ?
