why does India trip in sports?

there so much competition in the world level and India is everywhere but nowhere. Indians participate in almost all the discipline but they have no finishes. why?
is it because that indians lack it?
or is it because that sports federations are ruled either by politicians or ex-bureacrats?

According to me these players are not focused. They are happy with wat they are earning from adverts. Income genereated from playing games is just too small from them. I would suggest , there shuld be a law that if any player is doing promotioanl campiangs , shuld be banned for life frm the team.
