I assume you are talking about small children and not teenagers. Well I stumbled on this fantastic T.V. program that works brilliantly. Have you ever heard of Supernanny? Basically when a child misbehaves, he is given a stern warning. If the bad behavior continues, he is literally put into a naughty spot. I use a chair. He has to quietly sit there for the same amount of time as his age(3 years old=3 minutes) The parent should then ignore the child. If the child leaves his naughty spot before the time is up he is physically put back with a stern command. The next few times he leaves, and he will, you say nothing and pick him up and put him back. After the time is up you look your child in the eyes and calmly explain the bad behavior is not allowed. Have the child say I'm sorry give him a hug and then go back to doing whatever you were doing before your kid misbehaved.
Now all I have to do most of the time is threaten my child with the chair and he settles down. Brilliant! No hitting or spanking just put him in a chair for a few minutes.

6-8 year olds get 6-8 minutes in the chair plus lose a favorite toy or game for a week and have a sticker chart to reward good behavior.

spank them. Show them that they will have to face the consequences for misbehaving. You won't have to do that many times before they will learn. I am speaking from esperience. I have 4 children and mine only diobeyed a couple of times after getting a spanking. From then on all I had to do is speak and they obeyed. And it was really nice too. I could carry them anywhere with me, Drs. office, Church, to the store, to someones house and they always obeyed and behaved themeselves. Never let your child think that they can get by with anything.Start when they are young..it only gets harder the older they get.
