Decency: Whatever the obsevers eyes dont find normal is called decency. It also depends upon how person observes at u.

My test of decency is to ask myself, "Will I do or say this if my Mom were watching?"

I think the minimum level is where you respect others person and property and allow them the respect of any other.

I think the deceny lies in the eyes of a decent person. Its how you react to things. Things may or may not be decent but how the viewer takes it is the level of decency. One can find a great art work too a lot indecent while something vulgar may get passed off as vulgar, like movie scens or item numbers or even remixes.
