Can men and women be "just friends"

Do men usually have an alterior for being friends with a woman, or can they truly be just friends. I've heard that some men make frinds with women and wait for them to become emotionally vulnerable and then move in on them. I find it hard to believe that this is the majority. This must be a rare case, right?
