i want a perfect range may be +2 or -2 here and there that's it and not a decade pls tell me the exact age

There is really no 'best age' to have children. Some people are ready and mature enough in their 20's and others will never be the best age because they are simply not mature enough to have children. At the same time I have known women to have babies when they are only in their teens, and they have been great parents.
Maturity and ready to accept the responsibility that comes with having children is the real criteria, and not age. :)

If you are a woman..biologically around 24-35 should be your most fertile time. Anywhere less than 18, your body isn't ready for it and anytime beyond 35 is a risk.
If you are a man, I guess you would be the best judge based on your financial status, responsibilities, commitments and personal choice.
I had my first child at 24 and second at 30. Absolutely no problems and I feel it was the right choice for me. Others might differ about the age gap but it works for me.
