Beagle Puppies

I have a five month old beagle puppy, wendell, who is perhaps, my favorite animal I've ever laid eyes on. In fact, I'm certain he is. He was a late wedding/early birthday present from my husband. However, my husband and I live in an apartment, and are having a hard time potty training him. He pees on the potty pads nearly all the time, but he wont' poop on them. He won't poop outside either, only on our carpet! I don't know what to do to get him to do as he should, and it gets really frustrating. HOwever, he's so playful, cuddly, smart, and energetic that it's hard to be extremely upset about it. It's more or less just a nuisance and stinky, of course. Have you ever tried to potty train a beagle puppy, or any other, for that matter? What were your situations like?
