I think that the bills are always more important but you should also make an attempt to start paying back the person you owe because you never know when you will need them again.

Tough question, without knowing the specifics of it. But, I'd say that if the "someone" you own money to is a friend or relative, you could certainly let them know that you can't pay them because of your other bills BUT arrange to pay them at a later, specific date (so that you've assured them you ARE going to pay them back). And, of course, make sure you follow through on your agreement.
As unfortunate as it is (and this is coming from someone who is unfortunately owed a lot of money), owing money to a friend doesn't affect your credit rating. Owing money on bills does. Only you can decide what's more important :) Good luck!

Well is the person that you borrowed money from well off? I mean are they going to need the money themselfs? Chances are if they are not in need of the money right away then they wouldnt mind if you ask them if it is okay to pay them back later. Like if I need money I borrow from my uncle because he has $800,000.00 in his bank account not to mention he has more accounts & bonds. So I know that Im not puttin him out by borrowing money. If I cant repay him I always just explain to him what's going on. He dosn't mind as long as i let him know that it will be later. It all really depends on the person, there personality and there finicale sitiation

well we need the entire story. What if that individual you borrowed from needs it back to pay their own bills.
If they have not immediate need of the money I would explain and ask for an extension otherwise I would pay them back and deal with the other stuff on your own
Who knows once they understand they may just help out again.

Not the phone bills but I guess the internet because if you have the ability to earn money from internet you can re-pay that guy's or girl's money back and u can also have some profit on it.

There is a saying in the medical world: "life over limb". In other words, save the life before worry about the extremities. You have to eat and live, therefore pay your bills first, then with what's left over take to your friend and establish a repayment schedule. Maybe your friend will still end the friendship (hopefully not), but you have piece of mind knowing they will get repaid and you wont go without.

I would talk to my friend and see if he or she can wait to be repaid, as the friend maybe very understanding about the loan. If your friend is not willing to wait because they need to pay bills, then I would pay the friend and turn off the phone and internet. Friends are very important to me and I value their friendship and would never place them in the situation that they have to take me to court for money, which I see happen often on People's Court.
