We usually pay. I work for a company and have taxes taken out of my pay at a higher rate. My husband owns a business, and he always owes. I could file separately from him and get a refund, but I choose to file jointly and take advantage of a lesser tax, and my withholding goes toward paying any debt that is owed.
Many of my friends thinks this is crazy, I should get my refund, and he should pay his debt. I look at it like this, he is bringing in the money to pay for almost everything, it is the least I could do.
I also considered reducing my withholding and saving the money all year (so I could earn the interest, not the IRS) but I am scared I would spend it. So, I think the way I am handling it is better for me.

I have gotten refunds every year, except maybe one. My father-in-law is a fantastic accountant, and always manages to find every little LEGAL benefit for us.
