Can you really make money with the Paid-to-Read or Paid-to-Promote Programs?

I recently joined these Paid-to-Read and Paid-to-Promote programs, but each link I have to click only worth 0.01 cent to 0.75 cents for 10-45 seconds. So basically I have to click for about half an hour to earn 1 cent??!!! But at the same time, I saw ppl receiving $10 - $100 payout within a couple of weeks. How do they do it? Do any of you have any good strategy to earn more in those programs?
