Talking skills are important in every aspect of ones' life, if you speak well, you are generally heard, and if you have a voice to match, well that does make a big differece.
I speak reasonably well, and have been called for giving lectures and talks on some ocassions.

yup talking is a skill that we all should learn. We need to learn when to keep our mouths shut and when to actually speak up. Most people think that talking is no big deal, but when it comes to jobs especially, i think the person with the better voice quality and vocabularly will definetely score over a person who does not possess these skills, they could have the same qualifications however. But these skills go a long way when dealing wiht people. I consider my self a good talker

Anything is a skill to be learned. If you see a girls finising school in Sri Lanka they teach to talk, walk, sit and even how to step into a car. But those who never learned these are also doing ok.
I think talking is something that can be improved tremendously by learning. But learning is not the main criteria to improve how you talk. You must practically keep talking and read plenty of books. This is my opinion.

Talking is important as acting. It's through spoken-words that we convey our personhood to others. Me? I'm no good at it. But I'm trying coz it's important as a person.

Do you mean vocal quality and cadence? I imagine that it's possible to improve your speaking voice, but I don't think most people take the steps necessary to do so. I don't really like my voice when i hear it played back on a tape recorder, and I sometimes stutter a little bit, so I would be interested in "fixing" it if there was an easy way to do so.
