What is the definition of NOOB?

Well in many forums and online I hear a lot of people saying noob. I always apply it as in a "You Suck" way but what is the true meaning? cause it seems people use it a lot in different way, so what do you think it means? I would gladly search the internet but I rather hear you guy's opinions on this.
